Businesses interested in contracting with Prince George’s County should begin by registering as a County vendor. Businesses may also qualify for certifications that provide access to certain contracting opportunities and procurement preferences.
County Certifications Include
- County-Based Small Business (CBSB) – For qualifying small businesses based in Prince George’s County.
- County-Based Minority Business Enterprise (CBMBE) – For qualifying minority-owned businesses based in Prince George’s County.

Steps to Get Started
- Register as a County vendor and complete the required procurement registration.
- Create an account in the Certification & Compliance System (CCS) to apply for a County certification.

- Attend a CCS Overview Training, if needed, for assistance using the online certification system.

State of Maryland Business Certifications
At the State level, the Maryland Department of Social and Economic Mobility (DoSEM) administers several business certification programs through the Office of Minority Business Enterprise (OMBE).
Certification Programs Include
- Minority Business Enterprise (MBE) – Maryland certification for eligible minority-owned businesses.
- Disadvantaged Business Enterprise (DBE) – Federal certification for eligible businesses participating in federally assisted contracting opportunities.
- Airport Concessions Disadvantaged Business Enterprise (ACDBE) – Federal certification for eligible airport concession businesses.
- Small Business Enterprise (SBE) – Federal certification for qualifying small businesses.
Please note: The MBE and DBE/ACDBE programs are separate certifications, and businesses do not need to obtain both unless both are relevant to the opportunities they plan to pursue.
Preparing to Apply
- Businesses applying for Maryland MBE certification must be registered and in good standing with the Maryland State Department of Assessments and Taxation (SDAT).
- Businesses applying for DBE or ACDBE certification should be prepared to submit additional documentation, including a Personal Narrative and Personal Net Worth Statement, along with supporting documents.
- Businesses should review the eligibility and application requirements for each program before applying to determine which certification is appropriate for their business.
